Still Time to Write in with Further Objections

Although the WODC planning notice for 15/02687/OUT, on land south of Witney Road (A4095) Long Hanborough, stated the deadline for objections was 3 Sept 2015, you can to write to WODC with objections if you haven’t already done so and they will still be considered.

It is possible that the planning application will be considered by the Upland Planning Committee on Monday 5 Oct 2015. We will not know for certain until Friday 25 Sep when the council announces the agenda for that meeting. We will let you know if the application will be discussed on 5 Oct as soon as it is known.

You can either make your representation by email to planning@westoxon.gov.uk or by post to ‘The Planning Department, Elmfield, New Yatt Road, Witney, OX28 1PB’. If more than one member of your household hold a view on the application then if doing so by post you can put all the letters in the same envelope. It is the number of people who comment that counts, joint signatures only count as a single comment. 

Points you may want to consider in your letter or email, if you have any additional concerns to add to the list below then this would be helpful.

• The A4095 is already over capacity at peak times, and more cars means more congestion, danger, noise and pollution.

• That you do not wish to have an additional burden put on our Surgery, nor for it to be relocated to the edge of the village.

• That our school is already at capacity, and the scheme proposed to relocate the playground behind Reily Close to make room for building more classrooms on the current playground is unacceptable.

• That with 50 houses already given permission, and building expected to start soon on Church Road this is more than enough strain on all our services.

• That we value our green space, and our identity as a village, and our boundaries should not be extended towards other nearby settlements. It is only a matter of time before Hanborough ends up as part of Bladon and/or Freeland at this proposed rate of development.

• That you value the wildlife, biodiversity and productive agricultural land which borders Hanborough.

A(nother) date for your Diaries: Monday 27th April – Uplands Planning sub-committee meeting

It has been confirmed that  the revised application from Corpus Christi/Savills  for development on Church Road (14/1102/P/OP) will be heard at the next Uplands Planning sub-Committee on Monday 27th April.

The Planning Officer is once again recommending to the committee that the development in Church Road should be APPROVED.

We broke all records with the attendance on the 2nd March,  demonstrating  how much Hanborough cares about its future. It’s important that we once again have a good turnout if we want the decision makers to understand the strength of feeling.

Uplands Planning sub-committee decisions 02/03/15

This afternoon the West Oxfordshire District Council Uplands Area Planning Sub-committee met to decide the future of 2 planning applications that impact on the village of Long Hanborough.

Thank you to all who attended this meeting. c.160 members of the public were in attendance, breaking all previous records(!) and leaving Councillors, planning officers  and the developers in no doubt about the strength of local feeling.

The decisions of the Committee were as follows:

In the case of planning application 14/1102/P/OP the erection of up to 64 dwellings, public open space and ancillary enabling works together with access from Church Road on land to the East of Church Road, Long Hanborough. Submitted by Savills on behalf of Corpus Christi College.

Despite the initial motion to approve the application being defeated, Councillors were unable to agree on the reason for refusal. Following a proposal from the chair (who holds the casting vote), the committee voted to DEFER a decision on this application for one month. 

In the case of planning application 14/1234/P/OP Erection of up to 169 dwellings; with new Doctors’ Surgery, to be up to 740 sq metres in size, with around 27 car parking spaces; with access from the Witney Road, plus open space, and associated works on land South Of Witney Road Long Hanborough. Submitted by Pye Homes on behalf of the Blenheim Estate.

The committee unanimously voted to REJECT this application.

A Date for your diaries: 2nd March Uplands Planning Committee

It has been confirmed that  both the Savills application for development on Church Road and the PYE Homes development on the South side of the A4095 will be heard at the next Uplands Planning Committee on Monday 2nd March.

Planning Officers are recommending to the committee that the development in Church Road should be APPROVED, but that the development on the south side of the Witney Road should be REJECTED.

However, the decision on whether or not to approve these applications will rest with the WODC Uplands Area Planning sub-committee when they next meet on Monday 2nd March at 2 p.m.

It is really important for as many people as possible to be there – it will show how much Hanborough cares about its future.

Last chance to comment *** 19th February ***

The planning application (14/1234/P/OP) from Pye Homes/Blenheim Estate to build 169 dwellings on land South of Witney Road, Long Hanborough has been revised.

West Oxfordshire District Council are inviting comments on the revised proposal to be received by NEXT THURSDAY (19th February).

It looks likely that this application, together with the Corpus Christi/Savills application (14/1102/P/OP) in Church Road, will be discussed at the next Uplands Planning Committee on Monday 2nd March.

THIS COULD BE YOUR LAST OPPORTUNITY TO MAKE YOUR VIEWS KNOW – DON’T MISS OUT!

Full details of the revised proposal can be found at www.westoxon.gov.uk/planning but in summary, the changes include:

  • Moving the Doctors Surgery to Witney Road on the edge of the south field.
  • Using the allotments below Reilly Close as replacement playing field with covered walkway to enlarged school. Note they mention funding to support this will come from further development.
  • More land for bigger station car park (and of course a more congested A4095)

The West Waddy amended plan document states a lot of assumptions as fact – these need to be challenged, or we risk irrevocable damage being done to our village.

Planning Update (23/11/14)

Neither planning application is on the agenda for discussion at next WODC Uplands Committee meeting (1st Dec), which means that the earliest WODC will make a decision will be at the first meeting of 2015 on January 5th.

What can you do?

Keep on writing to the decision makers, whether you are for or against these proposals. So far over 520 local households have objected to these planning applications, but the deferral of these decisions means that there is still time to make your views known.

Other news

  • Hanborough Playing fields Association (HPFA) have issued a comprehensive statement on their position regarding the retention of playing field land.
  • The Quality Care Commission has issued the Eynsham_Medical_Group_report which highlights the existing risk around the availability of appointments.
  • We understand a traffic monitor was set-up in Hurdswell, and that it has now been removed. It’s unclear who was collecting this data.

On Monday 3rd November, the WODC Planning Committee debated two planning applications for housing development in Long Hanborough.

Planning Application From Pye Homes/Blenheim Estate to build 169 dwellings on land South of Witney Road, Long Hanborough

All 12 Councillors voted unanimously to defer a decision on this application

Planning Application From Savills/Corpus Christi College (Oxford) to build 68 dwellings on land to the East of Church Road, Long Hanborough

All 12 Councillors voted unanimously to defer a decision on this application 

What Happens Next?

Both planning applications will be debated again. No date has been set at the time of writing but the earliest date a decision can be made is January 5th.

NB. We are aware that further applications may be submitted in the near future for 100 more houses next to the train station and also for up to 200 more houses on land North of the A4095.

What can you do?

Keep on writing to the decision makers, whether you are for or against these proposals. So far over 520 local households have objected to these planning applications, but the deferral of these decisions means that there is still time to make your views known. The deferral of these decisions shows WODC are taking residents views seriously – this is not a done deal.

If you haven’t yet written to West Oxfordshire District Council (WODC), it’s not too lateTHERE’S STILL TIME. Both applications were deferred at the last Uplands Planning Committee meeting on the 3rd November. At the time of writing it’s not been confirmed when either application will next be on the agenda for the planning committee. All representations made before the committee next consider either application  will be brought to their attention.

Anyone – if you have a view on these proposed developments, particularly if you are affected by them, then you are entitled to write.

  • Do you live in one of the affected villages: Long Hanborough, Church Hanborough, Freeland?
  • Do you use the roads that will be impacted by increased traffic e.g. the A4095?
  • Do you use the Doctor’s surgery that would be faced with increased patient numbers?
  • Do your children attend one of the local schools that would face increased pupil numbers?
